CCEA approves Revamped Distribution Sector Scheme for power DISCOMs worth over Rs. 3 lakh crore

The Cabinet Committee on Economic Affairs has approved a Reforms-based and Results-linked, Revamped Distribution Sector Scheme. 

The Scheme seeks to improve the operational efficiencies and financial sustainability of all DISCOMs and Power Departments excluding Private Sector DISCOMs by providing conditional financial assistance to them for strengthening of supply infrastructure.

The assistance will be based on meeting pre-qualifying criteria as well as upon achievement of basic minimum benchmarks by the DISCOM evaluated on the basis of agreed evaluation framework tied to financial improvements.

Addressing media, Minister of Power R K Singh said that the Scheme will have an outlay of over 3 lakh crore rupees with an estimated Gross Budgetary Support of 97 thousand 631 crore rupees by the Central government.

He said that it is proposed that the currently ongoing approved projects under the Schemes of Integrated Power Development Scheme, Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY) with Prime Minister Development Package (PMDP)-2015 for the Union Territories of Jammu and Kashmir and Ladakh would be subsumed in this Scheme. 

He said, the objective of the scheme is to bring down the Reduction of Aggregate technical and commercial losses AT and C losses to pan-India levels of 12 to 15 per cent by 2024-25.

It also aims at improving in the quality, reliability, and affordability of power supply to consumers through a financially sustainable and operationally efficient Distribution Sector.
