Centre asks States & UTs to issue strict directions for COVID-19 management; Advises to conduct State-specific Sero Surveys to generate district-level data on sero-prevalence

The Centre has asked States and Union Territories to issue strict directions to the district and all other local authorities concerned, to take necessary measures for management of COVID-19.

In a letter to States Chief Secretaries, Home Secretary Ajay Bhalla today said, the officers concerned should be made personally responsible for any laxity in strict enforcement of COVID appropriate behaviour. He said, with the decline in the number of active Covid cases, the States and UTs are re-opening the activities in a gradual manner.

Mr Bhalla said, while the decline in the number of Covid cases is a matter of satisfaction, the absolute case numbers are still significantly high. He said, there should be no room for complacency and the process of relaxing restrictions should be carefully calibrated.

The Home Secretary said, strictest possible measures should be taken in the districts that are still showing high positivity rates. He said, there is need to ensure Covid appropriate behaviour in all crowded places in view of the upcoming festivals.

He said, there should be continuous focus on the five-fold strategy for effective management of COVID-19 -  Test, Track, Treat, Vaccination and adherence to COVID appropriate behaviour.

The Centre has advised States to conduct State-specific Sero Surveys in consultation with Indian Council of Medical Research, ICMR to generate district-level data on sero-prevalence. Union Health Secretary Rajesh Bhushan has written a letter to the Additional Chief Secretary, Principal Secretary and Health Secretaries of all States. Mr Bhushan said, this Survey is essential in formulating localized public health response measures.

The Health Ministry has referred to the findings of the 4th round of National Sero-Prevalence Survey done by ICMR and has advised the States to conduct the sero-prevalence studies in their own States and Union Territories. He said, the findings of such studies can be utilized by them to guide objective, transparent and evidence-based public health responses to COVID-19.

Mr Bhushan pointed out that the ICMR has conducted the recent National Sero-survey in 70 districts of the country. The national sero-survey by ICMR was designed to capture the extent of the spread of Covid infection at the national level.
